US President Bush to visit China in November

Mike Green, the US national security council director for Asian affairs, told reporters the visit would take place after the Asia-Pacific Economic Co-operation (APEC) meeting in the Republic of Korea, but did not give specific details of Bush’s schedule.

The two presidents held talks on Tuesday afternoon local time, immediately after Hu arrived in New York to attend the summit on the 60th anniversary of the establishment of the United Nations.

China will jointly work with the United States to ease the trade frictions and to address bilateral trade imbalance through trade co-operation, Hu said. He said that he hopes the US side will ease its restrictions on exports to China, particularly its high-tech exports, and take corresponding active measures to enhance the trade balance between the two countries.

The Chinese president pointed out that due to the rapid and large-scale development concerning the trade ties, the emergence of some frictions and disputes are inevitable.

“A sound and steadily growing China-US relationship not only serves the interests of our two peoples, but also contributes to peace, stability and development in the world,” Hu said.

“The mutually beneficial and win-win co-operation is the mainstream of our relationship,” which “on the whole, has been developing quite well,” he said.

 

Looking at crucial issues to Sino-US relations, Hu said China hopes “the United States will join the Chinese side in safeguarding peace and stability across the Taiwan Straits and opposing so-called ‘Taiwan independence.’”

Bush said the US-China relationship is very important for the United States, and both he himself and the US Government attach great importance to it, and will strengthen consultation and co-operation in various fields with China.

On the Taiwan question, Bush said the US side understands it is a highly sensitive issue and its one-China policy will not change.

Bush also said he hoped the two countries will strengthen co-operation in the protection of intellectual property rights.

He thanked China for its important role in the Six-Party Talks aimed at resolving the nuclear issue on the Korean Peninsula and reiterated that the US side will insist on resolving the issue diplomatically through the Six-Party Talks.

In a speech delivered at the High-Level Meeting on Financing for Development at the United Nations Summit yesterday (Wednesday local time), President Hu said that China will adopt a package of measures to assist other developing countries. The measures are as follows:

China has decided to accord zero tariff treatment to certain products from all 39 less developed countries (LDCs) that have diplomatic relations with China.

China will further expand its aid programmes to the Heavily Indebted Poor Countries and LDCs, working through bilateral channels, said Hu.

Within the next three years, China plans to provide US$10 billion in concessional loans and preferential export buyer’s credit to developing countries.

China will also increase its assistance to developing countries, especially African countries, by providing them with anti-malaria drugs and other medicines, and help them improve medical facilities and train medical personnel.

 

China will help train 3,000 personnel of various professions for developing countries within the next three years so as to help these countries accelerate human resources development.

President Hu also addressed the Security Council Summit yesterday. He called for an enhanced role of the UN Security Council in responding to terrorism and other non-traditional security threats.

He also said that China stands for an enlarged Security Council based on a broad consensus and increasing representation of developing countries

Hu: China to provide US$10b for poor countries

Hu, who arrived in New York Tuesday to attend the summit on the 60th anniversary of the United Nations, made the announcement in his statement titled “Promote Universal Development to Achieve Common Prosperity” that was delivered at the High-Level Meeting on Financing for Development at the United Nations Summit.

Hu said in order to increase assistance to other developing countries, China has decided to accord zero tariff treatment to certain products from all the 39 Least Developed Countries (LDCs) having diplomatic relations with China, covering most of the China-bound exports from these countries.

China will further expand its aid programs to the Heavily Indebted Poor Countries (HIPCs) and LDCs and, working through bilateral channels, write off or forgive in other ways, within the next two years, all the overdue parts as of the end of 2004 of the interest-free and low-interest governmental loans owed by HIPCs having diplomatic relations with China, according to Hu.

He said within the next three years, China will provide 10 billion US dollars in concessional loans and preferential export buyer’s credit to developing countries to improve their infrastructure and promote cooperation between enterprises on both sides.

 

China will, in the next three years, increase its assistance to developing countries, African countries in particular, by providing them with anti-malaria drugs and other medicines, helping them set up and improve medical facilities and training medical staff. Specific programs will be implemented through such mechanism as the Forum on China-Africa Cooperation as well as bilateral channels, said Hu.

 

He said China will help train 30,000 personnel of various professions for developing countries within the next three years so as to help relevant countries to speed up their human resources development.

Hu said China’s development is closely bound up with the development of the whole world, and China is ready to work with all other countries to make the 21st century truly “the century of development for all”.

In order to implement the Millennium Development Goals (MDGs), step up international cooperation on development, promote universal development and achieve common prosperity, Hu also put forward some proposals as follows:

– Further deepen reforms to make the global economic system and rules more equitable and rational, so that they will fully reflect, in particular, the concerns of developing countries and help steer economic globalization in a direction of balanced development with universally beneficial and win-win results.

– Respect the diversity in the mode of development and promote the sharing of development experience.

– Build a fair, rational and effective Millennium Development Goals (MDGs) evaluation framework to conduct timely reviews of the progress made by different countries in this regard and monitor and promote the delivery of promised international cooperation and development assistance.

– Strengthen the role of the United Nations in promoting international cooperation on development.

Goydos, Marino Share Lead at Barclays

The four-tournament FedEx Cup might be billed as the playoffs, but Tiger Woods (along with just about everybody else in the field) are treating it with all the reverence of a practice round. Maybe it’s the rain-soaked conditions, or the tricked-out, wannabe links-inspired course set-up. Or maybe the manufactured drama of the FedEx Cup isn’t working.

So call the next month of golf whatever you want, but it feels a lot like the PGA Tour season officially ended with last week’s Wyndham Championship. Hey, it could be worse: we could be subjected to made-for-teevee skins games.

In any event, we’re three rounds into the Barclays, and 24-year-old Webb Simpson, the 36-hole leader, stumbled through moving day, dropping two shots off the lead after signing for a 1-over, 71. Meanwhile, Paul Goydos and Steve Marino each needed 68 strokes to get around Liberty National and are tied atop the leaderboard at 9-under heading to the final day.

As for the “morose and petulant” Woods, he hit plenty of poor shots Saturday, but it was hard to tell between all the smiles. Another indication that everybody isn’t yet in “playoff mode.” Tiger’s putter did most of the heavy lifting, however, and the world’s best player signed for a 67, good for a tie for seventh (4-under).

Perhaps the most interesting story of the day: Jim Furyk started with double-bogeys on the first two holes only to finish 1-under par for his round. The 4-over start was solely because he had 15 clubs in his bag — one more than is allowed. It’s a two-stroke penalty for each hole, and Fluff and Furyk didn’t realize the transgression until they were playing No. 2. Another win for the arcane rules of golf.

Megan Fox Won’t Be Catwoman, But You Really Wanted Her to Be

Despite all the grumblings which we accurately predicted to be wrong yesterday, ‘Transformers’ starlet Megan Fox will not be taking on the role of Catwoman. That’s sad news, because in our polls yesterday asking what you thought of the possibility of Fox becoming the Cat, the overwhelming response was that Megan would make one pretty kitty. Perhaps the studios should reconsider and give Miss Fox a ring.

In our polls, 78 percent of voters thought Megan as Catwoman was a good idea, giving her a “Meeeoooww!!!” as opposed to a “Hisssss,” which only garnered 22 percent of the vote. When polled further about past Catwoman actresses, Fox came out on top yet again, with 39 percent of voters saying she’d be the sexiest Catwoman ever. Halle Berry came in second with 32 percent of the vote, and Michelle Pfeiffer had a very respectable 29 percent.

The Truth About Gerard Butler and Dogs

‘The Ugly Truth’ star Gerard Butler is barking mad over a scuffle he had with an elderly New York couple - or, more specifically, their dog. The New York Post reports that Butler was walking his tiny pug Lolita when a run-in with a large Greyhound went wrong. Butler claims that he exchanged words with the couple after their large pet bit Lolita twice. The couple, Fred and Maria Varecka of Queens, argue that Butler went ballistic for no apparent reason - they say the two dogs merely touched noses and no biting occurred.


Butler was walking his off-leash pooch when the incident began. According to the Vareckas, Butler “went on this rampage, shouting, ‘That dog should be put down!’”

“I said, ‘Your dog should be put on a leash.’ He kept on going and going, ranting and raving. . . . He was being verbally abusive.” Maria Varecka added, “He smacked the dog in the head. The dog’s head went into the fence. I was shaking. The dog yelped. I said, ‘Keep your hands off my dog! Why did you hit my dog?’ He didn’t say a word.”
Dog-lover Butler sees the incident in a different light. His manager Alan Siegel described the conflict: “What happened was, Gerry was walking his dog, Lolita, who is this little, small pug, a teeny thing. You can hold her in one arm, she’s that small. Then, suddenly, this greyhound, this huge, menacing dog, bites Lolita. She [Maria Varecka] and Gerry then have words. . . . [Then] the dog again goes over to Lolita and takes another bite.”

TMZ reports that, after the second bite, Butler put his dog on a leash and began walking away, when the woman followed him. Butler intervened when the Greyhound attempted a third bite.

Siegel said Butler spent the next four hours at an Upper East Side veterinary hospital making sure that Lolita was no worse for wear. Reportedly, the pug is safe and healthy.

“People are so mean. They’re just trying to milk this,” Siegel concluded.

5.5 million window coverings recalled following strangulations

More than 5.5 million window coverings are being recalled after several children strangled in the cords and other near-strangulation incidents were reported, the U.S. Consumer Product Safety Commission said.

The massive recall initiative includes six separate recalls from six different companies, mainly of Roman shades and pull-up blinds. Each of the recalls involves at least one strangulation or near-strangulation.

By far the largest of the recalls is by the Lewis Hyman Co., which is recalling 4.2 million roll-up blinds and 600,000 Roman shades blamed in two deaths. The shades were sold at Target and other retailers nationwide.

Also being recalled are:

  • 245,000 Lutron roller shades sold for $200-$2,000 mostly by specialty retailers.
  • 120,000 Ikea Melina Roman blinds.
  • 163,000 thermal sailcloth and matchstick bamboo Roman shades sold at Target.
  • 85,000 Pottery Barn kids Roman shades.
  • 32,000 Vertical Land horizontal, vertical and cellular shades.

Concern about the blinds mainly involve the looped cords used to raise and lower them. Children, particularly toddlers, can get their heads caught in the loops, risking strangulation.

The CPSC urges those who have children in their homes or have children as visitors to check their Roman Shades and roll-up blinds. If looped cords, exposed inner cords or exposed lifting loops are found, the CPSC suggests replacing the blinds or shades with products that do not have exposed pull cords or inner cords.

The types of blinds in this recall were not subject to guidelines the CPSC and the window covering industry agreed to in 1995 that eliminated the loops from most window blinds. Between 1991 and 2003, at least 130 children strangled on these cords.

Official Defends Lockerbie Decision

In the face of unrelenting criticism from the U.S. and victims’ families, Scotland’s justice minister defends his decision last week to free the Libyan man convicted of killing 270 people in the 1988 Lockerbie bombing. “This was my decision and my decision alone,” Kenny MacAskill tells Scottish lawmakers. “I stand by it and I live with the consequences.”

Schools Urged to Prepare for Swine Flu

Schools throughout the country are being advised to prepare for possible swine flu cases by creating hard-copy packets and online classes that will keep students learning even if they become sick with the illness. “As the school year begins, I’m concerned that the H1N1 virus might disrupt learning in some schools across the country,” Secretary of Education Arne Duncan says.
